The Constitution is the basic and paramount law to which all other laws must conform and to which all persons, including highest official of the land, must defer. And with respect to agrarian reform, the 1987 Philippine Constitution declares the importance of agrarian reform in the country by stating on its declaration of policies that the State will promote a comprehensive agrarian reform. The same Constitution provides the basic principle of how agrarian reform program should be implemented.

The Constitution is the basic and paramount law to which all other laws must conform and to which all persons, including highest official of the land, must defer. And with respect to agrarian reform, the 1987 Philippine Constitution declares the importance of agrarian reform in the country by stating on its declaration of policies that the State will promote a comprehensive agrarian reform.
